Overview
Frost is the safe, consistent ranged caster: rock-steady single-target damage from Frostbolt, a Water Elemental pet, and built-in survivability (snares, Frost Nova, Blink). It is not the top raid parser (Fire and Arcane out-scale it), but it is forgiving, great for PvP and farming, and brings real raid utility: the Winter's Chill debuff (stacking +crit to frost damage on the boss), Arcane Brilliance, sheep CC, and conjured food/water/mana gems. The whole build is about feeding Frostbolt and hitting one cap first:
1. Hit the spell hit cap. You need 16% spell hit (~202 hit rating) so spells stop missing raid bosses. With 3/3 Elemental Precision (the Arcane dip every frost build takes) that drops to 13% from gear (~164 rating). Hit is your #1 stat until capped.
2. Then follow the stat priority: Spell Hit (to cap) > Spell Damage > Spell Crit > Spell Haste > Intellect. Frost loves crit because of Shatter (guaranteed crits on frozen targets) and Winter's Chill.
Rotation & DPS
Frost is a simple, low-APM rotation: keep Frostbolt rolling, layer your cooldowns into haste windows, and manage mana so you never go dry. Built from the Icy Veins Frost Mage rotation guide.
Summon Water Elemental on cooldown. The pet adds free sustained damage, keep it out whenever it is up.
Icy Veins on cooldown for a +20% spell-haste burst window (line it up with Bloodlust and trinkets).
Frostbolt is your entire filler. Cast it back to back; it also stacks Winter's Chill on the target (up to 5 = +10% crit to frost spells for the raid).
While moving:Fire Blast if the target is not frozen, or Ice Lance if it is (a guaranteed Shatter crit). Do not stand still casting nothing.
Don't clip Frostbolt. Let each cast finish; chasing procs or weaving extra buttons usually lowers DPS. Frost is about uptime, keep casting and minimise movement.
Multi-Target / AoE
Blizzard is your main AoE (talented Improved Blizzard also snares the pack).
Cone of Cold for tight clumps in melee range, and to proc freezes for Shatter.
Shaman/raid cooldown; pool nothing, just cast through it
Race CDs stack into the burst window: Troll Berserking (haste); Blood Elf Arcane Torrent returns mana. Pop everything together, then again on cooldown.
Mana Management
Conjure a Mana Emerald before the pull and use the Mana Gem the moment you dip (it is free mana on a short cooldown).
Evocation on cooldown whenever it is safe to channel; it restores a big chunk of your mana bar.
Carry mana potions and a Dark/Demonic Rune and alternate them (separate cooldowns) on long fights.
Drink to full between pulls. Molten Armor is the DPS armor (crit); swap to Mage Armor only if a fight is a true mana marathon.
Five stacks of Winter's Chill on the boss (you apply it with Frostbolt; it helps every frost caster).
Pre-Raid Best in Slot
Gear to target before stepping into Karazhan. Frost is a caster set: stack spell hit to cap, then spell damage and crit. The Tailoring sets (Frozen Shadoweave for frost/shadow damage, Spellstrike head+legs) and Badge of Justice pieces carry most slots. Ranked by value; notes are from live item stats.
Phase 1 adds Karazhan, Gruul and Magtheridon caster drops plus the Tier 4 mage set (Aldor/Tirisfal pieces). The crafted Tailoring sets are still strong, so most slots are a mix of tier, off-set drops and crafted. Ranked by value.
Phase 2 brings the Tier 5 mage set (Tirisfal Regalia) plus SSC and Tempest Keep off-pieces. Crafted (Belt/Boots of Blasting, Spellstrike) and a couple of P1 holdovers still appear. Ranked by value.
Frost gemming is simple: stack spell damage. Use hit gems only until you reach the spell hit cap, then go pure spell damage. Match socket colors just enough to keep a good socket bonus.

Talents
The raid build is deep Frost (about 10/0/51), dipping into Arcane for Elemental Precision (spell hit) and Arcane Concentration (free casts/mana). Open the Wowhead TBC talent calculator to build and export it.
Drums of Battle: one Drums of Battle user per party (+80 haste), great in a caster group. Totem of Wrath + Moonkin Aura together give +8% spell crit, which is enormous with Frost's Shatter.
Questing Strategy
Quests reward caster gear, gold, rep, and XP all at once, but only if you batch them. Pick up everything at a hub before you start killing, and most slots in your pre-raid set come from solo questing.
Universal rule: when you reach a quest hub, walk every NPC with a yellow ! before doing anything. Leave town with a full log and a loop that finishes several quests at once. The gear below is a low-effort head start before you grind heroics and badges.
Pre-Flight Checklist (Before Any Heroic Run)
Grab these dailies before you queue or summon, they stack rep and badges onto a run you are doing anyway.
Netherstorm and Shadowmoon are the densest. Their blood elf and demon kills also drop your Shattrath turn-in items (Sunfury Signets / Arcane Tomes for Scryers; Marks of Sargeras + Fel Armaments for Aldor), so quest there with faction turn-ins in mind.
Raid Attunement Quests (Gear + Access)
These attunement chains unlock raids and hand out strong caster pieces. Do them as you gear up for each tier.
Karazhan key: the Master's Key chain (Black Morass + Shadow Labyrinth) is the most important early attunement, it gates Phase 1 and the Violet Eye rep that gives you a top caster ring.
Reputation
Reputation unlocks heroic dungeons, your head and shoulder enchants, and key items. Grind these early to bring your gear online.
Caster Priority Reputations
Keepers of Time (Revered) for Glyph of Power, your head enchant, and the CoT heroic key.
The Sha'tar, Lower City, Cenarion Expedition, Honor Hold / Thrallmar (Revered) for their heroic keys.
The Violet Eye (Karazhan) for Violet Signet of the Archmage, a top caster ring; wear the lower ranks while grinding.
The Consortium and The Scale of the Sands (later) for rings and trinkets.
